Yes, evil flourishes when good men do nothing, but it doesn't blame people for being afraid to be a good man, because being afraid of a group that has the intention and the means to come after not just you but other people you care about is natural and ordinary. In a game about killing Nazis, building up a Nazi regime that no longer needs Hitler and has grown into a massive political machinery capable of manipulating entire cultures and generations to its propaganda, Sigrun is a character who proves that Nazis are made, not born. I find Sigrun fascinating on paper she's a pretty simple character but she ends up with an arc that serves a lot of different purposes.
